2027 and Ogun State @50: Brief political history of Ogun state

Ogun state, a State created out of the merger of the Two Provinces in the Western State of Nigeria was created out of the 39 Local Government in the old Western State of Nigeria, in April,1973, it was 39 Local Government and on the 1st November 1973, it was reduced to 37 Local Governments, April 1973, the Egba Province has three Local Government (1) Egba Local Government (2) Egba otta (3) Egbado Local Government, Ijebu Province had four Local Government, (1) Ijebu Local Government (2) Ijebu Igbo Local Government (3) Ijebu waterside Local Government and Ijebu Remo Local Government.

The Local Government reform of April 1973 had the Obas as the presidents of their local Government; Oba Alake was President of the Egba Local Government and has 50 numbers of appointed members and 17 members as its quorum.

Egba Otta Local Government has the Olota of Otta as its President with 24 numbers of appointed members and 7 member’s quorum to form Egba Otta Local Government council.

Egbado Local Government was Preside over on rotational bases among its 13 Obas, with 38 numbers of appointed members and 13 members as its quorum.

Ijebu Local Government was presided over the Awujale of Ijebuland with 34 numbers of appointed members and 11members as its quorum..

Ijebu Igbo Local Government is presided over by the same Awujale and in his absence the Orimolusi of Ijebu Igbo presided, it has 22 number of appointed members and 7 members as its quorum.

Ijebu waterside is also presided over by the Awujale of Ijebu land with 20 numbers of appointed members and 7 as its quorum members, while in the absence of Awujale of Baale of any village in Ijebu Waterside Local Government Presides.

Ijebu Remo was the 4th Local Government then and it is presided over by the Akarigbo of Ijebu Remo, it also has 30 numbers of appointed members and 11 members as its quorum.

November 1st 1973 reduced the old Western State Local Government from 39 to 37 hence Ijebu-igbo Local Government was affected hence, Ijebu merged with Ijebu Igbo Local Government, therefore Egba and Ijebu province has 3 local Governments each.

The Local Government has their different Logo/seals and Local Government headquarters/secretariats.

In 1975, under administration of Muritala Obasanjo a panel for creation of more states in Nigeria was appointed under the chairmanship of Justice Ayo Irikefe, to receive memoranda from all the areas of who believed state must be created for them, the two old provinces which become Ogun State were not left out, Ijebu province were agitating for Ijebu State, while Egba province were agitating for Ogun- Yewa State.

Perhaps, it is pertinent to state here that Ogun State was derived from the Egba popular river, (odo Ogun) while Yewa was derived from an Egbado river known as River Yewa. Egbas are lovely enough to accommodate Egbados and the Ibarapas, that is people from Igboora and other Ibarapa townships, all which has quarters In Abeokuta but unfortunately the Ibarapas under some of their leaders through their memorandum rejected the Egba’s move and preferred to be under Ibadan or Oyo State, Igboora to Abeokuta was about (20) twenty minutes journey on the road constructed by Awolowo administrative to Ayetoro round about Abeokuta.

As at today the road to Igboora and other Ibarapa township remain as the Awolowo administration in the west left it, it became worries to the nine Ibarapa Township as the road

which is shorter in distance from Abeokuta to any of the Ibarapa towns was left as it is till date.

The foremost Ijebu leader from Ilisan, Ikenne Remo, Chief Jeremiah Obafemi Awolowo In his memorandum requested that the capital of Ijebu State be sighted at Sagamu is a settlement of both the Ijebu and Egbas, history informed us that the Akarigbo road in Sagamu separated both Egba and Ijebu during inter tribal war. That Makun belongs to the Egbas while Ofin belongs to the Ijebus.

Ayo Irikefe panel having study the memorandum submitted by both provinces decided to create Ogun State in conformity the Government dictates, with the state capital at sagamu, as the creation of the state was to be announced on the 3^rd February 1976, the entire Ijebus has prepared to receive Ogun State capital at Sagamu, whereas the only area where the state capital Secretariat could be sighted at Sagamu is Ikenne road where Chief Awolowo has his rubber plantations.

Unfortunately, the Awujale of Ijebu land Oba Sikiru Adetona was not pleased as the agitation of Ogun State capital was to be sighted at Sagamu, his pronounciation and God’s will made the Egbas met and sent emissary to the Egba son in the Military Administration of Muritala/Obasanjo regime.

Gaskia Media Leadership Service referred to him as son of Africa. Oluwo Oje-Ile Gbagura, Baba Owu born on 5^th march 1937, at Ibogun is an illustrious son of Egbaland, his elementary education at Ibogun United Primary School and Baptist day school Owu in Abeokuta.

Muritala Muhammed was from Kano he named Kano as Kano state capital, Obasanjo is from Abeokuta, Abeokuta became Ogun State capital not withstanding all preparation made by the Ijebu which include chosen special celebration cloth, cows, foods, and drinks to celebrate Sagamu as capital of Ogun State, on the day of announcement of creation of Ogun State among other Eighteen States of Nigeria, Ogun State was pronounced last with three special cough of the head of state, OGUN STATE, Abeokuta capital and followed by the Nigeria National Anthem, Arise o’ compatriot, Nigeria call obey.

Chief Obafemi Awolowo a courageous and unforgettable political leader, summoned courage by leading a numbers of Ijebu political leaders to meet the Egbas leaders on the need to concede the 1^st Civilian Governorship to the Ijebu Province Chief Obafemi Awolowo who derived the name Obafemi from the popular Obafemi market along Abeokuta Ajebo road was said to be born on her mother‘s return from Obafemi market, he was named Amboja Obafemi, history revealed that his mother Efunyela was born at Ologbo Ijeun Compound, Oke-Ijeun Abeokuta (Chief) Obafemi Awolowo attended Weslem Primary School Ogbe Abeokuta, now known as Methodist Primary School Ogbe Abeokuta, so to say that Awolowo has Egba blood in him.

Chief Obafemi Awolowo led political leaders from Ijebu Province (then) to congratulate, the Egbas on the sighting of Ogun State capital in Abeokuta, but pleaded for Egba Province consideration that they are two provinces (Egba and Ijebu) provinces and were merged together to become a full pledged State, hence the Egba Province should considered Ijebu Province to produce the first Civillian Governor of Ogun State as Egba had blessed with the State capital. It was at the meeting that the leaders from both Provinces agreed on FOUR YEARS SINGLE TENURE for each of the two Province, When IJEBU Province is Governor will produce Deputy Governor ,vise-versa, it was this gentleman agreement that is known since then for selection of Governor for Ogun State till date.

Mr Samuel Olusoji Atanda Odunjo a lawyer was the first appointed Chairman of Egba local Government, in 1973 November, his intention was to be the first Civilian Governor of Ogun State, but his ambition was frustrated by a joint decision of the political leaders from both Egba and Ijebu provinces, while agreed on given the Ijebu province the first (1^st) four years single tenure agreed upon.

Not withstanding this agreement Olusoji Atanda refused to honour the arrangement, not even ready to accept Deputy Governorship, but he was suppressed by the collaboration of both province leaders which had agreed on given the 1^st slot of Civilian Governor to the Ijebu Province.

Odunjo was tipped with 1^st deputy governor of Ogun State from Egba Province but rejected it, before Egba plan B was introduced by a 1951 Councillor in Egba Council, Late Chief Liakim Abolade Kolawole Ogunwoolu who introduced Mr Samuel Olusesan Akanbi Soluade, who was the H.O.D department of Arts. Rev Kuti Memorial Grammer School Oke-Ijeun, Isabo Abeokuta. His father Late Balogun of Erunwon was also an elected Councillor in Egba Local Government under Oba Oladapo Ademola II KBE as President, Olusesan Soluade’s father was said to be a snutch member of the first Political Association in Egbaland known as MAJEOBAJE and been a Councillor in the Council, in 1951, he was said to be a trusted person, hence the nomination of his son as the first Deputy Governor, although a Lagos bases lecturer then, now Senator Dr. Olufemi Okurounmu also contested the Deputy Governorship but for the Influence of Soluade’s father, Soluade became the 1^st civilian Deputy Governor of Ogun State.

The First Civilian Governor and Deputy Governor of Ogun State were sworn in on the 1^st October 1976, at (Muda Lawal) Asero stadium Abeokuta.

There the Governor Chief Olabisi Onabanjo announced the four party’s cardinal programmes

(1).  Free education at all level 

(2).  Free health service

(3).  Integrated rural development

(4).  Full employment programme of the unity party of Nigeria.

After the swearing in, reconciliation meeting continued and Barrister Olusoji Odunjo and some other aggrieved leaders were reconciled the following were appointed State Commissioner to lead the affairs of each of the Ministries created, Barrister Olusoji Odunjo was appointed Commissioner for works and Housing as Ogun State was a new State, it has to put in places Secretariat and other Infrastructures.

(The first Governors Office was located at the back of Nigeria Prison Yard Oke-Igbein

Abeokuta before Governor’s Office Oke-Ilewo and Later Oke-Mosan Abeokuta)

They were sworn in at the 1st Governor’s office at the back of Ibara prisons Ibara, Oke-Igbein Abeokuta on the 4th October 1979 at 9:00 am.

The Governor address the Ogun state council of Obas at the executive council chamber of Friday 19th October 1979, on Tuesday October 1979, the Governor addressed the house of assembly, there tribute was paid to the last Administration, he spoke on of priorities and the party four cardinal points.

On Monday 19th November 1979, member of Ogun State Judicial Service Commission and Ogun State civil Service Commission were sworn in the newly recruited firemen of Ogun state fire brigade at their passing out parade on 1st January 1980, on Monday 21st January 1980, the silver justice anniversary of the introduction of free primary education was observed on the 18th February 1980, the 3rd Ogun green court lawn tennis championship was hold in Abeokuta.

The first two years of the administration was peaceful, while Barrister, later Chief Odunjo continued to groom many followers and party faithful, during these period some people believed to be loyal to the aspiration of Governor Olabisi Onabanjo having studied Chief Odunjo intention to seat on agreed a single 4 years term went to poison the mind of Governor Olabisi Onabanjo that his Commissioner Chief Olusoji Atanda Odunjo is using his position as Commissioner for lands and Housing, where huge amount were spent to form a parallel organization to contest with the Governor in 1983, his organization is becoming more powerful than the party structure, then the Governor decided and reshuffled his cabinet bringing Chief Olusoji Atanda Odunjo under his foot as Commissioner for Special duties whereas the portfolio is under the State Governors control, Chief Olusoji Atanda Odunjo was not please with the situation but insisted on contesting the 1983 Governorship election, during the period Egba politicians gain momentum, Odunjo purchase Volkswagen buses known as kombi or Danfo buses for his supporter, these geared up Governor Olabisi Onabanjo to immediately Organization Unity Party of Nigeria (UPN) Youth Wings to counter Odunjo boys.

Odunjo camp are formed of hailing Odunjo with songs, Odunjo soro gbe, sembele lotun, sembele losi, sembele oo, Eyin omode alafojudi, e se wo ki e ma ba ku ni kekere.

A warning to the other group that nobody can intimidate Odunjo.

Odunjo continued his mission until Chief Obafemi Awolowo called him to know his strength, but Odunjo insisted that AN AGREEMENT IS AN AGREEMENT rather he would preferred delegate primary or shadow party election, he was questioned to know whether or not he could beat his boss the incumbent Governor Olabisi Onabanjo rather than surrender, he preferred the primary, and a Saturday was fixed for the primary.

The primary was fixed for St Leo’s Teachers Training Collage along onikoko-Adigbe road now known as Navy Secondary School Onikoko Abeokuta. The total delegate for the primary was 50, with the 3 initial Local Government in Egba province having 30 delegates while all the 3 Local Government of Ijebu Province has only 20 delegate (Egba Province has Egba Local Government, Egba Otta local Government, Egbado Local Government, and Ijebu Province has Ijebu Local Government, Ijebu Waterside Local Government and Ijebu Remo Local Government, Odunjo’s calculation was that all the 30 delegates of Egba Province will support him and vote him in but unfortunately the Egbado when the rose from the meeting where the primary election was decided had gone home to have plan B, where Chief Jonathan A Odebiyi from Iboro near Ayetoro and been the 1st Egbado Local Government appointed Chairman came to show interest in the Governorship Contest, Dr. Tunji Otegbeye from Ilaro

 

also decided to contest the primary in aspiration of becoming 2nd Civilian Governor of Ogun State.

Chief Olusoji Odunjo father is an Egbado man, he hails from Ibara and Ibarapa Abeokuta whereas Ibara-orile and some other Egbado township had during Dahomy wars decided to pitched their tents with the Egbas and they are the Egbados living in Abeokuta Ibara, Ilewo, Joga etc.

The Egbado new candidates Chief Jonathan A Odebiyi and Dr Tunji Otegbeye declare their intention to contest on Thursday whereas the election/primary was slated to hold on Saturday. All effort to re-educate them proved abortive as they were head bent that they are not EGBADO, rather they are YEWA Egbado means Egbas at the riverside while Yewa is the name of a river which cut across some areas in the today Yewa North, Yewa South local Government before other local Government were created from Egbado North and South local Government. It was the rivalry of the two personalities that brought about the split of the two local Government Yewa North and South, EGBA means people of like minds the Egba Alake are different from the Egba Agura, Egba Oke Ona and Egba Owu, but yet they maintain unity, create 20 Local Government from Egbaland, today it will not bring any rivalry.

At the venue of the election effort were made to make the two other candidates withdraw their aspiration, but they refused, at the first ballot, Chief Olabisi Onabanjo the incumbent Governor then polled all the votes of Ijebu delegate, while the Egba and Egba Otta delegates teamed up and gave Chief Olusoji Odunjo 20 votes to tight with the incumbent Governor, while the 10 delegates from Egbado now Yewa divided their vote 6 votes for Chief Jonathan A Odebiyi 4 for Dr Tunji Otegbeye, having have tight votes by the two initial contender ,the Egbado now Yewa delegates were approached with the need to support the two other Egba Local Governments delegates, to give Egba province candidate the required number of votes to beat the incumbent Governor and force him to respect the initial 4 years single tenure earlier agreed upon was thrown to the dust by the Egbado (then) Yewa delegates, who were later deceived that should they vote for the incumbent Governor, 1987 Governor, will come from Egbado or Yewa.

Ijebu cannot do without the Egbas, Egba cannot do without the Ijebus, not withstanding the same ambition from Ijebu Remo that they are REMO and not Ijebu, when issues concerning the two provinces come up, the Remo gives their support to Ijebu.

Ogun State politics is different to all other State of the Federation, as it was just unfortunate that the two provinces were agitating for different States before they were merged together by Ayo Irikefe panel in the creation of States in 1975, then Ijebu were agitating for Ijebu State, while Egbas who are friendly with the then Egbados were agitating for Ogun-Yewa State, Egba which had at first approached the 7 townships of the Ibarapas settled in Abeokuta to join Ogun-Yewa State, but some of the Ibarapas rejected the hands of fellowship Igboora is about 20-30 minutes drive to Abeokuta from Ayetoro roundabout, whereas Ibadan to Igboora required hours drive.

We must not forgot that the 1999 Constitution recognized 20 local Government in Ogun State and the electoral laws indicate that for a Governor to win in Ogun State, it has to have 2/3 two third vote cast in fifteen out of 20 local Government.

The Egba has 6 local Government The Ijebu has 6 local Government The Remo has 3 local Government

Yewa believed they have 5 local Government, whereas they had only two local Government YEWA NORTH AND YEWA SOUTH the Ipokia Local Government just as the Yewa were claiming marginalization, they are also claiming that they are marginalized and don’t belong to YEWA,  KETU are also different section and believed they are not Yewa, while 70percent of the total population of Ado-Odo-Ota local Government belongs to the Egbas, Egba owns Ijako, Ijoko, Ilogbo, Atan, Iju to mentioned but few but these might not be known to the Yewa political gladiators, I wonder when the Egbado or Yewa are agitating that it is their turn both Ijebu and Egba will say YEWA LOKAN, EGBA RE MAA SE, or IJEBU LO MA SE.

I once fault the argument of some people who brought in the issue of Senatorial District, that Ijebu province has been priviledge to have Governor, Ogun Central had been priviledge to have Governor, it should be the turn of Yewa Governor from Ogun West Senatorial district NO this is not true as the 1999 Constitution of the Federal Republic of Nigeria enshrined in its section 71 the puor Ogunrpose of dividing each of the 36 State of Nigeria into 3 Senatorial District each, the purpose do not include sharing of Governorship to each Senatorial Districts but rather in Ogun State into the two old provinces Egba province which has the then Egbado local Government as one of its 3 Local Government

The Ijebu has Ijebu Remo then, now Remo has 3 local Government as part f Ijebu Province. I often pity the political knowledge of the Yewa people where someone from the North will aspire to be Governor and aspirant from Yewa South will be slogging it out with one another. Egbas command the most political respect, Eight of them may aspire for a post, but over night the elders meets and resolve issues, while they step down for one out of them to bring the glory to Egbas.

Egbas got the capital of Ogun State in 1976, whereas the Irikefe Panel recommended Sagamu as Ogun State capital but invariably Abeokuta became its capital, and when it becomes the turn of Egba province to produce the Second- Civilian Governor of Ogun State, they tipped Osoba whereas Chief Femi Majekodunmi (iwuri iwuri) Chief Femi Omidiji, Chief Dr Ganiyu Omolaja Badmus, Chief Annes Titi Ajanaku vie for 2nd civilian Governor of Ogun State, they all stepped down for chief James Olusegun Babatunde Osoba to be Governor of Ogun State. It will interest you to know that most of the Egbado/Yewa leaders who doesn’t understanding the game hence their claims of marginalization is crocodile tears, when Osoba and all the above mentioned were aspiring to become Ogun State Governor, Late Chief Dele Adelakun Baase Igan Okoto from Igan Okoto near Ayetoro, Yewa North , Dr Abdullateef Ogunsiji from Imeko Afon and Prof Afolabi Olabitan from Ilaro, were aspirant from Yewa when the game was tough, they were approached and stepped down for Chief James Olusegun Babatunde Osoba.

Politics they say is a Game of Number, it also required knowledge, skill, percifiarence etc. hence it will be wrong for anyone to continue to say Egbas marginalized them.

Having been priviledge to read from the beginning, you will understand the game and while the Egbado now Yewa continued to loose out, Egba during their agitating for a creation of State, were magnanimously good to the Egbados or Yewa, as they ware agitating for creation of Egba-Yewa State.

They wanted the 9 nine Ibarapas who had been part of Egba and were in Egba Alake and Oke Ona areas to be part of Ogun State, because of the nearest of Igboora, Erunwa, Lanlate, township to Abeokuta but their elite refused to join Ogun-Yewa state, and decided to join Oyo State, which has Ibadan as it is state capital, Ibadan to Erunwa is about 80 kilometers on more, while Abeokuta to Erunwa is about twenty minutes drive to Abeokuta on the former good road, up till now, they are still expecting good road network to Abeokuta and Ibadan, a Ijebu were agitating for Ijebu State, not even Remo-Ijebu State as some people were agitating for now.

You will understanding why Egbado now Yewa had been loosing out in the Government race, in 1978, under the Unity Party of Nigeria, Ogun State has 50 delegate, representing the

 

whole State, Egba province which comprised the three (3) local Government then 1, Abeokuta local Government, 2,, Egba Otta local Government, 3, Egbado local Government has 30 delegates, the Yewa/Egbado has only 10 delegate out of the 30, but insisted that they are not related to Egba nor has anything to do with the Egbas. Egba otta were in good support of the Egbas, Ado-Odo-Ota local Government area is a local Government created out of the split of Ifo-Ota local Government area, and it has substantial villages and towns belonging to the Egbas.

Olota according to 1951, Egba United Government was number 5 in the list of Obas in that Government, but unknown to some Political elites it is believed that because Ogun West Senatorial District was created, they believed Ado-Odo-Ota Local Government belong to the Egbado/Yewa. They are yet to know or understand why and how political calculation gave Deputy Governor to the Ado-Odo-Ota local Government, Iju Ota is an egba settlement, Atan Ota belongs to the Egbas, Ijoko Lemode known as Ijoko Otta belong to the Egbas. Egbado/Yewa don’t have a single village in Ado-Odo-Ota Local Government Area.

I have called your attention to the 1999 Constitution Section 71 which clarified the purpose of creation of three (3) Senatorial District as per the agreement between Egba province and Ijebu province since 1978, I have acquint you with reasons why Egba Province conceded the 1st Civilian Governorship to Ijebu, and why Egba reminded the Ijebu province of their initial agreement, which shower in Chief James Olusegun Babatunde Osoba as 2nd civilian Governor of Ogun State.

Chief Osoba is still alive, he will remember what happened during the 1st leg of his campaign trip to Ijebu Igbo, home of Chief Gbolade Osinowo, where political thugs chased we his entourage out of Ijebu-Igbo and why we have a stop over at Oru Ijebu in front of the uncompleted town hall, his campaign started under Rafia shed, there a transistorized public address system with yellow wire was introduced to him by me to reach out to the electorates who came out in large number to listen to him at Oru Ijebu, near Ago-Iwoye, home town of Chief Jubril Martins Kuye.

It was political games that returned the Ijebu aspirants back to their homes, hence they conceded 2nd Civilian Governor to Chief Osoba, I remembered Alhaji Dr Abdullateef Ogunsiji formed part of Osoba entourage when the party Social Democratic Party, (SDP), persuaded all the aforementioned aspirants to step down for Chief Osoba. By now it is believed that same Politicians or Political elite from Yewa would have known the reasons why Yewa has never been Governor of Ogun State, why Yewa North and Yewa South were created and reasons while political settings always make them to work against themselves.

The first civilian Governor of Ogun State was not staying at Ijebu-Ode when he became the Governor of Ogun State, the Second Civilian Governor was not born in Abeokuta, neither did he has his elementary/secondary education in Egbaland, but Egbas valued their exposures, knowledge, experience and stepped down for them to become Governors.

There is need to respect the grassroots politicians, most of who are political graduates, some has the qualifications required to aspire for any post going by the provisions of the 1999Constitution enshrined qualifications and disqualifications (see section 4 of the constitution it referred to qualification of even the Councilors as equal to that of Members of House of Assembly Etc) but yet they accepted who ever is the party’s choice.

History has it that chief Victor Olabisi Oyeyensi Onabanjo was the first Civilian Governor out of the gentleman arrangement of the party leaders all who agreed on four year single tenure each from the two provinces on rotational bases, before the 1st Civilian Governor insisted that he want the 2nd term. He actually had the second (2nd) tenure, but terminated after three months, he was sworn in for the 2nd term on the 1st October 1983, an his 2nd term was terminated by Buhari Idiagbon Military Administration on the 31st December 1983, hence the beginning of the 2 terms in Ogun State Politics.

I remembered in 2015, when the then incumbent Governor , Senator Ibikunle Amosun decided to single-handedly pick man as Governor, his intention was criticized that it will be wrong for any Egba man as Governor of Ogun State from Egba Province to after 8 years (two terms) decided to pick his successor from Yewa or Egbado which is part of the Egba Province where he represented as governor for eight years to picked his successor from same Province.
